Just website design that only include html,css,javascript? or including php or other? well most ppl care about the uptime, speed, price, customer service, language or tool that support. so it depend on what u care most. and i recommend webfaction.
It depends on you. Where you live and which type of data you want to upload? If you have only data in kilobytes then try some free uploading sites.
Web hosting has two main costs: hard drive space, and bandwidth. I recommend GoDaddy for beginners because to be honest, they've been around forever and their prices can't be beat because of the high volume of people they host. I recommend MediaTemple for more advanced users, because of their rock-solid uptime and very advanced support. A lot of these 'cheap' hosting offers 1and1, Bluehost, etc. all look great, but the moment your site gets traffic suddenly your site's offline because they can't handle a spike in visitors. I don't agree with Godaddy. I understand that OP is looking for a web host with a way to design a site for beginners and Godaddy has website tonight. However there are better ways for a beginner to get a site up and running that don't involve the limitations and frustrations of using their site builder system. For example using a CMS that can be installed quickly and easily from most web hosts cPanel. I recommend installing WordPress, picking a theme (there are 1,000's of free themes out there) and start adding your content.
i doubt server location is that important - but in any case, i think just picking a web hosting that's popular is not always ideal. Ive seen other web hosts that are much cheaper and provide the same value, or better.

I would recommend a VPS for larger web projects, or a larger quantity of web projects. Shared hosting is dead, not many people use it and it is very vulnerable. But if your looking for something decent, get a VPS.
Godaddy have a lot of restrictions and dont offer redirects etc still as far as I know.
