i found a page rank 7 website (on their home page) but they also have a forum that i can get a do follow back link from... is the objective of back linking to get a back link on a high PR page directly? or does getting a link anywhere within a high PR site still count as a more valuable back link to google. or does it not matter? (ie. getting a back link on a forum that is on a PR 7 website, but the forum itself has a 0 pagerank).
I think the power of backlinks is not pr as much now a days but to rank higher in serps. Homepage is always the best place but may cost a lot more.
Links from high PR sites will get you to the top of the SERPS faster. As for your question, if the forum is NOT a sub domain then the PR7 link will count.

You will get credit of linking to a high PR website when you get backlink from specifically high PR page (as PR may differ for different web pages) Relevancy of page is more important than its PR while building backlinks.
The page where your link is available, has its own important. Google considers all pages as a single unit. You will get maximum benefit if you add you link on Pr 2 or higher, instead of seeing home page Pr as 7 or higher.
the most important is to just backlinks as much as possible. if your site is on page optimized and have unique content it will be top ranked for the keywords in the backlink
Yes agreed, the page from where you are getting the backlink is the key here. But still Search Engines will consider the domain authority of the backlinking site.
