Any posts pertinent only to you and thread starter belongs in a PM. Such type posts always subject to infractions include

    I'm interested.
    Send details.
    You have a PM.
    PM sent.

    etc.

Why though? Why can't I say that I am interested first than PM?

Because you are warned not to do so in a sticky post that you should have read.

Also it stops abuse from users asking their friends to bump their threads with junk posts that belong in a PM.

How is that a junk post? If replying saying you are interested is a junk post then isn't every post a junk post? This makes no sense.
