    Post your website on One Way Link Directory. Don't purchase any link & don't use any sinking building software. This is a monotonous job. But Google heats paid links.

    Send an email to the webmaster of the site and ask for link exchange. If you site is worth linking ask them to link to your website.

    If the backlink is nofollow, then your PR will not increase although you have millions link
    you need dofollow backlink

    Yes link exchange are the best way to handle your situation but you'll have to pay a bit large as you're buying links from high page ranked sites.

    google dislikes paid links. Hire a person that will search webmaster id from a theme related website then make a mail and send to each webmaster. If you get only 20 links even it is very powerful in value.
