My one of the freeware related website blocked by hosting company and refunded money. They said they are not sure that my site related hacking and phising because it's against their TOS. It's a password recovery related freeware and sometimes people can hack others passwords using this tool. I warned to users to this only for a recovery tool, and hacking is completely prohibited using this tool. However, I cannot control hacking. Then I decided to create It's website on the web hosting, which allow crack hack related sites. Please suggest me a service. If it is hacking/cracking software, no US host is going to allow you to host it. You will need to look for offshore hosting. If you explain to the host what it is used for, and that it is not cracking software, you might be able to get away with it.
If you can afford $150, then y dont buy your own dedicated server or VPS Hosting You can get a server as cheap as $99

Now why would he need a vps? He don't, He needs a provider that doesn't care about the content, or is light on it, Us isn't impossible there is many providers that allow this type of content as it's not per say illegal, just in the legal grounds, He just needs a shared package that would allow this, as it seems he is getting reported so abuse reports just need to be taken care of. How much space/bandwidth do you require, and your paying yearly correct?
