As stated above, Joomla is a content managament system ( CMS ), separating the content from the presentation. The presentation is handled by templates, that can be changed around at will ( when you want ). It is for creating a dynamic medium to large site without having to know how to develop in HTML or PHP. If you want a smaller site, use Wordpress, which is not a CMS, but is close. Wordpress is a blogging platform, but is used for other purposes as well.
