CPM Publish network help

Hi, wonderful forum and had a good read before signing up.

Im look for the best CPM publisher network that has the follwing

1) CPM ads
2) Pays via paypal
3) Requires little ID when joing(im based in UK)
4) Is not very strict on copyrighted material

Currently im using Trafficrevenue, but i would like a 2nd network also to go with it. Any advice.......

Sorry im abit of a newbie can you explain what you mean by "quality"

90% of my traffic comes from being linked on a different site.

epom market, they accept even warez sites, so no worries with copyright thing... haha... i'm with these guys since august, and satisfied with my results. also epom's super quick to approve and they have awesome support line
