I would set it in the fuel portion. Depending upon segment that portion might have to increase somewhat. Especially if you have to go out buy links. In most verticals however (that aren’t gamling, p-orn, p-ills or similar related), you don’t need that many links to rank. You need a bulk of domain links (75%) to your index page and then a distribution of the other links on deeper sections of your website. In the tail you need the irregularity that good content produces. You have more freedom if you work in English as you can utilize a sea of social bookmarking websites to create this irregularity. Well well… that’s a completely different article.

Seo can be any amount with many possibilities - link building, article submission, etc however if you've got a website, your seo budget may come under a marketing budget My seo 'packages' have different amount of article submission, forum posting, backlink creating.

yes, i can think announce some price of individual things like you can say that you will provide 100, 200 or 300 quality backlinks per months in this price... you will submit 30, 40 or 50 articles per month in this price... using this way you can offer a deal and then i think mostly people will buy your deal
The price depends on how competitive that niche is and how many on-page optimisation that site has. You can't tell a customer that you want 100$ and then you have to ask him to give you 200$

I understand that. Seo is generalisation of much larger project topics - link building, article submission, etc I am offering 'seo packages' that create backlinks, article submission. Therefore the Seo package comment is correct with the above statement you have made as i am not saying i am giving seo packages with just backlinks but seo packages that include everything under seo.
Absolutely $0, or even less than that if possible. What would you do that we couldn't? Article submission, link directories, blog commenting, signatures, social media, keyword placement in url, 4% in the whole post, meta tags, H1 & H2 tags, link wheels. Honestly, that takes me less than an hour per day, no way I would ever pay a single dollar for it, let alone $100 per month, that some of you charge. Can someone please tell me what extra do you do?
We have hired 2 SEO experts who work from our office full time. They work on our as well as client websites and are paid a fixed amount + performance pay depending on rise in rankings/search traffic.
Whilst offering SEO services myself I generally find that my customers have monthly budgets of £50 - £100. Please consider that these customers are mainly from the construction industry and do not trade primarily on the Internet. The Internet-only customers that I work for generally have a much higher budget due to the fact that good rankings are a lot more important. I hope this helps.
I tried a SEO service in the past but got little if anything in improved results now I just try and post good content and let google take its course. Seems that Google is mainly interested in links in nowadays. Offering a link building service might be the way to go
