I've tried adding friends on facebook as much as I can but I end up only adding more than 30 friends. I don't know what happened as others would say 50 is the maximum.
in case of famous people they got many friend requests and actually they don't need to add friends by self...
Better method then manually adding friends is to play games such as Farmville and there are sites that allow you to add neighbors, register in it and u will get loads of friends request.
Yeah right but there are also commoners who got requests from other people especially when they are connected in a certain group. Most of them are online game players where the other players added them on FB.

I have seen 2-3 people, their pending friend request are more then 400 but facebook dosn't barred them. They are using some tools name starts with "U" but i didn't really find it. If someone know so please share here.
Yeah it's common when we need to grow up game level in FB, most of games like farm-villa required more and more friends to go ahead.
Be ware when you get too many pending requests - not worth just blindly adding people you don't know. They can report you too. Best to add real friends and contacts
