    just go to paypal.com and sign up, as simple as you sign up email

    - Goto paypal website. paypal.com
    - Click Register.
    - choose your account, personal/premier/business
    - complete the form.
    - enter your credit card for verified the account. you can skip this.
    - link your email and get your activation code.

    You will have to have a credit card or bank account if you want to be verified I believe. All of that is explained on the web site I believe.

    And after creating the PayPal account, you need to verify. For that you need credit/debit card which is acceptable online.
