    buy a domain regfee for 7, go for free host, build the site start make small profit .....
    the remaining 33 for domain renew .....
    u should make some good money after 5 year (domain value, history, AD and bla) ..... :)

    If you want my opinion then if you've got 40$ then you should save the 40$ and get a job of some sort. Once you've got a decent amount saved up then that's when you should invest.
