It depends on your site's size, but all the keywords can be divided into core keywords, extended keywords and long tail keywords.
For a particular page you should target 3 to 5 keywords. It would be difficult for you to handle more than 5 keywords for a particular page.
My advice is to use keyword according to your sites pages .. dont use all keyword for your homepage use page wide keyword

The answer is: as many as you have budget for. There is no limit on the number of keywords you can target. In theory, a single web page can rank for all keywords in the world. In practice, besides the already mentioned budget constraints, the reason we split keywords into multiple web pages is conversions (clicks to action).
That is right! Budget is everything, you could target 100+ keywords if there is a budget. It also depends if you are targeting sub pages or not. It is difficult to do more than 3 or 4 on one page. My advice is start small 3-5 if you wish to target more than rank the first 3-5 well then slowly allocate some budget to other keywords. Don't stop link building for the original keywords though just slowly build links to the others here and there. Be patient
