There are many cms for your choosing, joomla for normal website, and phpbb for forum, there are very good as i have used for more than 4 years. By the way, I am now creating the website by the program which is designed by myself in C programming language, and the website is w3c validated and they are all html which are friendly for search engin. MyBB is better than phpBB for forums. phpBB is known to have security issues and the interface is unintuitive in my opinion. Joomla is a good CMS however.
