Can you lose search engine ranking for having too much do follow links? I've also seen that many webmasters, only link to websites with a similar niche. Is this because google or other search engines will penalize for linking to sites in a different niche? Can you also get penalized for linking to too many sites on one page?
If you have too many added at once, Google may find it to be an issue. Linking to relevant sites is better for "link juice" and may give the link more power so to say.
No absolutely not, Do follow links wont spam you what so ever. however it should be noted that anchor text should be relevant with the content following it.
Don't worry you will never be penalized for being too good . Just make sure the links have a gradual increase and that is a sign of a good growth . It should not look like DAY 1 = 10 links DAY 2 = 2500000 links Use link building as a regular habit and instead of just building links to your homepage try to build links to individual posts which will actually get you traffic
I own a webmaster forum(like this one), with do follow links in the signatures. If a user posts a link to lets say a gaming or health related site which is completely irrelevant to my niche. Will I get penalized by google for that?
this is the general rule dude. only the do follow links are of good use. and of course they should have to be your niche. you can also create other do follow links but they will not hwlp you much to get PR. yes they will help you to get good number of visitors. yes Google can penalize your site for this reason too. thanks
It's very important to have a backlink strategy that appears as natural as possible to the search engines. That means a varied mix of nofollow and dofollow links, along with different anchor texts and some straight URL backlinks. Also mix up where you get your links from such as web 2.0, forums, blogs, article directories, etc etc

I believe when people talk about relevant data they are talking about how the link affects the site that it is linking to. Having a link out from your site should not penalize you in any way unless somehow and this is a really obscure somehow, Google sees you as a link exchange or a site that sells back links.
No it does not have any effect of having too many do follow links. infact if you have quality content then it would improve your ranking over SERP (Search Engine Result Pages)
