Did anyone try to add citibank debit card in paypal ?

    Did it work ? Are you being able to send payment from your debit card ?
    Else which all bank in India provides virtual credit card (I understand, I can directly use VCC to pay my hosting bill ,etc)

    HDFC is a good option if you are planning to use VCC as they provide it for free and its possible to create them with Debit cards too.

    Debit card doesn't work on PayPal. Now the only option is CREDIT CARD.
