My domain is now 7 months old, but site is ready which will surely attract good traffic. When earliest can I apply for Google Adsense account? Should I wait for sometime till good traffic builds up?
My another site was rejected twice last month by Google.

Try and find your stats information on how many hits etc your getting monthly, weekly.
The stats information can be found within your Web Hosting cPanel.

Mainly 3 basic rules to get the AdSense approved is:
    1) Domain must be older than 6 months.
    2) Good quality contents.
    3) Some traffics.

Your domain age is OK for application. However you have to have good quality content in your website. If you have some visitors then it is ok.

So now guess can you apply?

What do you mean by "some"? Is it quantifiable?

look dude there is no specific way to tell you or suggest you what to do. in my case i just opened my blogger.com blog and made 2/3 posts and then applied for ads and was accepted. but my friend whose site was much better than mine. but he was rejected for 3 times. then he opened a blogger account and create a general blog and worked for 2 weeks on that blog. and was accepted!! so i suggest everyone to apply fo Google adsense from blogger sites.

The more important remains unanswered: "What did your friend do with the site which was rejected 3 times?". I mean I can too get Adsense thru Blogger.com. But then what will happen to my site which was rejected twice for Adsense inclusion. Don't I need to resubmit it for approval?

I know that it is not specifically for India, it is for all the world except U.S.A.
I know that i have made a test, created an adsense account for U.S.A, with an address on U.S.A, the site was less then 6 months old, and i have had been accepted, but i cannot do anything with it.
It was just a test so i closed it.
