What is the best way to create good backlink?
Article submission, social bookmarking, forum posting, press release submission, directory submission or blog commenting?

All of them. Just take care that your create backlinks from content that is relevant to your linked content and not black listed by any search engines.

All of them are pretty good if done the right way.

People don't like to hear it but backlinks are still a number game - get many, use many different sources, get high PRs...

Limiting yourself to a certain type of backlinks is just limiting the number of backlinks you can get. If a certain type of backlink is less effective than another it's not its type, it's its environment! If a profile link is weighted less, it's because there is no text on your profile page and 35,000 other outbound links exists from that randomforumurl[.]com/profiles.php url!

I'd say all of the techniques mentioned. Definitiely the more links you can get from a variety of on-theme sources with decent PR the better.

As it is mind-numbingly tedious and time consuming, outsourcing your link building is a good option if you can afford it

Using forums and social networking will soon generate traffic providing people know what they are going to see, so use relevant anchor text!
