you going on getting Them base and Quality back links. Google Takes some time for updating PR. If Spider will see quality back links for your site then u get high Page Rank.
There is no guarantee that one link from a high PR site will improve your PR. Ensure you have all of your onsite aspects correct and you look to source a variety of links and your PR will come. So many people are obsessed by PR, but in recent times I have seen many sites with lower PR out rank sites with fairly significant PR. Worry more about rankings and SERP's than PR as they don't always go hand in hand.
A single link from a high PR website is not sufficient to get a PR1. You will have to work on other link building seo channels to build backlinks.
I agree, the above methods will help you, in addition i suggest you to keep your blog/website content updated regularly or add some new content in form of articles every week that will increase your crawl rate and get u few natural links also keep promoting site on Facebook and twitter and attract traffic and all this will make Google think that your sites is a good site and they will reward u with PR value. Even with a huge amount of inventory, I myself have only 20 PR8s Well OP, for PR1, you just keep doing the social bookmarking submissions and some blog commenting in high ranked blogs of your own niche. For networking sites, just take those which are in the addthis widget and submit your articles in those sites. Also keep doing cross bookmarking for maximum exposure and traffic for your site. You can also go to the blocatalog.com site and get some bloggers of your niche, make friends with them and later ask for a link exchange, I am sure you will get atleast a PR1 by implementing these methods

Thats right ! one PR 8 link can make your site PR 6 in the next update provided the link comes from a page that has an actual PR 8 and not an internal low PR page of a PR 8 homepage site .

This is true, maybe they still use it, but there are a lot of other factors which determine your place in google. Now I think PR is usefull to sell links And you shouldn't sell much links on a PR1 website, because people are really going to pay you after PR3. And if you want to get a high PR, you should get relevant backlinks with a good PR. If you're website is a PR of 0 and you are trading links with a website which is also 0, you aren't really getting forward. You need links from PR2 PR3 PR4 PR5 etc.
Haven't tried out any quick listing yet but I think the quotes above do make a lot of sense. It does require powerful link building and low bounce rate inbound traffic on a regular basis for any good PR.
I use Web 2 sites to gain visitors and backlinks. I just create attractive and interesting pages with links pointing to my site and promote them trhough social bookmarking sites. It is really simple strategy with a lot of benefits. Well, it is a little bit time consuming, but my efforts paid off.
