Who could develop a site like that for me? Just the layout. I could fill the content by myself.

You should not pay anymore then $50 - $75 for someone to create you a simple template like that.

I believe you are completely avoiding me and have NO intention of paying me for work i have done for you.

I think it is pretty foul of you to treat me unfairly after I took time out of my day to come to your aid and do you work for you and deliver your files to you within hours.

I took your word that you would be sending payment within the hour and you have still yet to do so.

- You tell me you will pay in an hour - hour passes no payment.

- You tell me you will be paying that evening - evening passes no payment.

- You say the reason for this is because you and your friends were drinking and you "forgot".

- You tell me payment will be sent the following evening - evening passes no payment.

- You then tell me that someone pm'd you and offered to do the job at a lower cost.
