Payment from Paypal India to another country

    Recently I tried to bid on a service and did won the bid. When I check Paypal INdia. I read something about that India can't use Paypal because of some policy issue.

    Paying to other country users works fine in paypal but not to indian paypal users

    No this is not right, because you can send payment to anywhere if you have credit card attached with your paypal account.

    Yes, if CC is attached to Indian paypal account, then you can pay anywhere in the world.
