You miss the point; the bill doesn't define who might be considered a "terrorist" -- it leaves George Bush as the sole decider of who he personally deems as an enemy combatant or threat. That is really bad. I had a friend that I worked with, that I have recently lost touch with. He is an american citizen and has lived here most of his life, however his parents are from Iran. He told me the FBI kept coming to his home questioning him and harrassing him simply because of his heritage. He told me the last time they came he told them he refused to speak with them again unless they get a court order. I have not seen him lately but have asked someone to check on him and am waiting to hear back. It sounds like with this bill they could take my friend and do whatever they like with him without any proof. It is frightening. They can already listen to all of our phone calls without a court order, they can read our email, and now they can just arrest and torture anyone? Land of the free?
