Does anyone know if it is legal to copy tutorials off other forums which do not provide copyright information?

copyright information is not needed, every text on a website has copyright. The copyright is however on the exact text, not on the idea expressed in the text. This means when you reword the text into your own words you're oke.

Yes it's copyrighted. If you repost any erticle without permission then it's copyright theft.

That's not the case. All content is automatically copyrighted regardless if there is a visible copyright sign or notice on the page. Content can be freely used only when the site states that it is in the public domain / or that you can use or copy it freely. The absence of a copyright notice does not give permission to use the content, nor does it imply that the content is not copyrighted.
