Black hat methods of search engine optimization are indeed illegal. Are they punishable also? If so what is the kind of punishment meted out to the doer?

Of course they are punishable LOL.
In the best case you get sandboxed and worst case scenario you get banned by google with no change of geting unbanned.
So do the old fashioned seo, don't even think about black hat seo.

You will get banned which means your site will not appear in search results, even if you search by yoursite.com then also there will be no results, so it would be great loss for your site. So better not take such big risk.

i doubt so.... like they always say - if it is punishable, then you can obliterate the competition....it will be a never ending cycle of trying to get your competition banned

Yes it is extremely punishable. That's why there are websites that vanish because Search engines punished them in using black hat techniques.

Your site will be blacklisted and you will never gain any ranking on search engines. All you can do is to shut down your site, purchase another site and do SEO all over again.

If you are in a real deal online business, doing black hat won't do you any good in long terms. Once your site is blacklisted, it is blacklisted. And Google is very good in doing it. THey are not a sleeping company. They always find loopholes to be of better service to their clients.

It's like this, if black hat can fool Google some time, know that they will still find it out in the future. So don't do it.
