Ok so first off, the title tag isn't a Meta Tag. If you note in your code, there isn't the word "meta name" before the title tag. Second, your title has to many repetitions of the same keywords over and over. That isn't good. Try finding variations of that keyword. Your title should contain 3 main keywords for which you wish to rank for. Third, you should fix your meta description because it is kind of heavy to read. Even here you repeat your keywords too many times. Keep it short and precise. Your description tag, if done properly, could greatly increase your click-through rate. Last but not least, I wouldn't even include the meta keywords tag. It is a complete waste of time. It has no ranking weight what so ever and it is completely useless. Yes it is true that minor search engines still use it for rankings but they represent about 6% of all the searches executed on search engines. The other 94% doesn't rely on this at all. My suggestion would be to stop using the meta keywords tag and invest your time in something more important.

For the title I'd do "Houston Web Design | Providing Website Development, SEO and Marketing". The description is obviously keyword stuffed as well. The only function the meta description serves is that it will show up in search results. An English speaking human will read that and probably just pass it by. And get rid of the keywords tag and never use it again, totally obsolete.
