When I applied for Google Adsense a year ago, I first made a blog with at least 5 or 6 topics on it. A week passed after my application, my blog got approved by Adsense. And I wasn't even trying to advertise my blog back then. So it's better to apply for Adsense with a blog with many articles already than a new blog with a single content. It may take a while for Adsense to review a recently rejected blog, so better get that approval on first try. ... and oh, PR does not matter when applying for Adsense.

Yes, Adsense will accept your site without PR. My blogspot blog has no PR and it got accepted and my current blog was accepted way before it was increased to PR1.
PR is not a criteria for Singing up with Adsense. Only thing is that you need to have a good website with good contents, and also site must have good updates.
i applied before and accepted, my blog has 1 article that time and is new. But I didn't place yet my ads right away, I make sure to have at least 3 posts. quality ones..
Who would advertise on a crappy site with 1 article and no traffic? That's right, not Google. As said above, build an actual website, then apply.

One page of content is not enough to please Google so before applying make sure you have quality content first. You wont like to be rejected multiple times, right? Better let 1-3 month past before your application.
before applying you need quality, unique content and unique ip. IP is play main role for approved adsense account.
Dittos what your first reply said, "PR doesn't matters. But yes you need good content in good quantity along with good amount of daily visitors to get accepted. " PR matters zip. Quality content is king in this biz. Well, that and knowing how to do SEO and market your work successfully.
That 6 months requirement is only for Asian countries .. But there is no need of the age of blog. you just write some good articles by your own, they will accept you surely.
