Why are sites with .edu or .gov so important for SEO?

Its probably exaggerated. Getting links from any .edu or .gov isnt good.
Since authority of sites plays a good role and usually .edu/.gov sites are authority sites, people find it pay off.
However its tough to get them.

With less effort you can get links from related web pages on other tlds.

the search engine give importance to .edu and .gov domains because of their perceive authority. Most of these domains are from respected Universities, colleges or goverment agencies...so it looks good on your part that you can get a link from an authority site. Lately these sites have become easier to get links from if you know how to search for .edu blogs in the search engines.

Like others said here, Edu. & Gov. have an higher authority juice than regular domains. Typically, with a decent amount of back-links from those domains can really boost your rankings with the search engines.

.gov and .edu domains are not allocated to normal persons, there are very strict policies to get such domains. and also they are very costly than .com and others.

Therefore Google consider them as authority website.

How to Receive Links From Edu and Gov Websites?

To start with, links from universities are easier to get if your website has educational information, such as the result of a public survey, statistical information, business related data, reputable business or commerce publications or some extraordinary and unique result that you created upon completion of reliable research.

Getting links from government sites is an entirely different story. Usually government sites link only to other government sites, or to approved service providers. For example, if the local government run marketing courses in your area and you manage to become the approve supplier of these courses, then you may request and receive a link to your website by the relevant local government department.

I don't think they are more good.

But people consider them good because they have high page rank

well, .gov and .edu are not assigned to private users, they are assigned to educational institutes and government websites. so, naturally they have good authority, thus the links from these tlds are quality links.

.edu and .gov are considered authority websites. Search Engines trust these sites to provide valuable information and good content. So when they link to you, search engines assume that your website is a decent site that has some value.
It is hard to get backlinks from .edu and .gov websites. They usually don't do paid links :)
