All those methods which google disapproves come under black hat seo, and those techniques which google approves are part of whitehat seo. The mid path is called gray hat seo.
@ dril is right. If you are getting benefit from grey hat techniques then it's ok otherwise don't follow grey hat tactics like cloaking, duplicate content, paid link etc...
Yes, Its true.. blackhate seo is not good to get longterm benifits..Gray hat SEO is changing in that some things that were once white, are now gray. Gray hat SEO also includes mild artificial linking schemes. Gray Hat SEO techniques remain ill-defined by all Google SEO guidelines. Black SEO is poor way of SEO which follow unethical ways, always try to be ethical in your proceedings because web crawlers are very well designed to trace out all these bas practices. Crawler just ban the site, if found guilty or unethical.
First of all White hats SEo is good. Don't try for Black hats seo !! Black Hat SEO is basically an unethical methods used for website to rank higher on search engines. Where as the techniques that used by following google guidelines and without breaking the rules is callled white hats SEo. Or you can say the ethical techniques used for website is called white hat.
Why do some programmer make a software that it will be used in Black Hat method, If they know that this method can damage the site?and some software is expensive.
Black Hat = Short ternm Succes before you get banned/a penalty (dirty tricks) White Hat = Long Term Succes

Black hat will be good in your site for a short period of time so I suggest not to use it and you will lose a lot of index because of it.
Black hat SEO is complete set of unethical tactics where as Grey hat SEO fall in between legitimate and unethical techniques... Some techniques are - Cloaking: Delivering different content in accordance to who is requesting for it (Whether the search engine or to the user) - Paid links: Purchasing links in order to increase the link popularity(If you are purchasing links for with the intention of advertising, it is legitimate to some extent) - Duplicate content: Flooding the directories with same content in order to get ranked high on search results or copying competitors content and presenting it as your content. Since Black Hat SEO is all about unethical techniques which are not acceptable by search engines so you may have to face penalties or BAN!!
Is re-blogging classed as black hat tactics then? I mean it is duplicating content form other sources! I re-blog al the time but always one or two blog posts not all of the other blogs content.
