    Hello NOOBhelper it will take hardly 3-4 months to learn completely but in this you have to study the codes very carefully and practically impliment those as well.
    HTML will take you less than a month to learn but CSS will take you more than a month because css coding needs time and attention. The more perfect you are in css, the less time you will take to code and you can complete a website in a quick turn around time.

    I think it is less than 3-4 months if someone studies it and understand the concept of each function of css.

    Depends on your learning curve really.

    It's not just about memorizing a bunch of tags and properties, you have to learn how to apply them and for that it's essential to code a few websites from scratch (and I mean writing the code, not using Dreamweaver's interface to place and tinker stuff).

    Also, new stuff keeps coming out regularly. I for one am yet to familiarize myself with all the new things in HTML5 and CSS3.

    To be honest its pointless learning HTML 5 and CSS3 just yet as the most used browser does not support HTML 5 or CSS3, so you have a while yet before its an issue to know your stuff when it comes to HTML5 or CSS3.

    I've learned html and css in w3school, it's really great website.
    If you hard learn:
    - 2 weeks for HTML.
    - 1 month for css.
    advance: Jquery, Javascript and php.

    Ya right . It takes a few minutes to master every bit of css code .
    2-3 days is the minimum amount of time to learn them . At least that how it was in 2004 :p

    It depend on you ,you can learn it from w3 schools the whole data about HTML or Css available in w3 schools site.you can learn in a week or in a month or more time it depend on you.
