Well sorry to say, your buddy is dumb. Anyone who leaves that much money in PayPal is just asking to get robbed... I think noone should have more then mid xxx in their account UNLESS they are planning to use the funds right a way...just my opinion
from your screenshot, i can see you got 2 payments of 7 cents, 1 payment of 1 cents and a $1 payment, now if u calculate the fees, which is like minimum 30 cents + 4% approx on each transaction, you will end up summing it to 66 cents, which is the exact balance of your account, hence its totally fine! Here is the detail: 1st payment: $1 , Fees = $0.30 + 4% of $1(i.e. 4 cents) so total fees = 34 cents!, You will get $0.66 (after cutting fees) in your balance 2nd Payment: 1 cent, fees = 30 cents(atleast) , hence you get nothing here (but paypal got your 1 cent as fees lol) 3rd payment: 7 cents, fees = 30 cents(atleast) , hence you get nothing here (but paypal got your 7 cents again as fees lol) 4th payment: 7 cents, which you refunded. hope this clears all your doubts...
