Visiting the wikihow site On the right hand side they have a box with Ads by Google and then a choice of 5 keywords. Click on one of those keywords, it takes you to a page with google ads. Interesting, but I would have thought that was against TOS
Looks weird. I can't possibly imagine that they get many clicks from that, I mean who would click on a link just to watch ads from google?
Ads with no content, did not think that was allowed. I wonder how many would click because they think it is a proper link

These sites could be premium publishers. They are allowed a different set of rules to your average Adsense publisher.
Two sets of rules one for them and one for us, interesting. This is the first time I have seen them with this type of advertising. What makes a publisher a premium publisher.

There are very very few premium publishers. They earn themselves AND Google more than the rest of us put together so hence why they have a different set of rules.
Now just think how much money we could make for Google and ourselves if we were allowed to bend the rules. A bit like Law, one rule for the rich, another for the poor.
I see your point of view John.. I hear you... But I am afraid that Google have now taken over the job of God, and if we don't go by their rules when we die we will all go to hell... ;-)
