Actually there's more than 1 programs needed to make that graphics.. I usually using PS (for image editing) and AI or Corel Draw (for the vectors), better if you are using a tablet pen too (to make the sketch)

The two building were most likely done in Photoshop since it allows easier coloring abilities. I couldn't find any tutorials that exist in that exact style since they are pretty unique and very well done. I assume that they are icons for whatever that person was doing for their client. It's not 3D. You can draw pictures like these ones on paper, then scan them and retouch, for example, in Photoshop. Or you can use tablet, to draw it directly in some graphic program.
It looks like 3D program to me. The learning curve is massive on those programs. Photoshop might work if you are an insanely good artist.
I would say the illustration was probably done on paper, scanned in then enhanced and coloured on photoshop. This was probably done using quite fine brushstrokes using a graphics tablet, and would require quite a lot of skill which is more down to an ability to draw than proficiency with photoshop (although some is required)
So what do you think about this one? Please don't be shy, I would really like to know your opinion and suggestion about this design.
Fantastic! My only comment would be that the shadow doesn't really fit the perspective of the rest of the building.
Did you make it in photoshop by the way? It's really good and I was wondering if you used a specialist program for this type of work.
Yes I made it in photoshop in vector format by using rectangle tool (u) and adjusting it for the right shape.
