Wordpress 1 installation, multiple sites, same plugins, same themes, same users

    I want for a new project a wordpress based platform using which I can install nearly a dozen (not more) sites on subdomains. One important feature must be that themes of all child websites must be changeable from single dashboard. with that single dashboard I must be able to install plugins to all sites and manage users on all sites.
    The users base must be common to all network sites. Means a user if registered to child A website must be able to login and work on child B website with same login details.

    Another Question. can anyone explain me method for implementing common users along a network of websites ?

    why not wpms ?
    u can have super admin --> site admin --> user.
    and change everything by super admin (network admin)

    as per my original question. my important requirement is to create common users base among all websites of the network. which is not achieved in plain WPMS
