    Look for high PR (atleast PR6) web blogging sites and post an article. Invest your time to find high PR sites.

    depends what you mean by 'best'.

    if you mean 'least effort' or 'lowest cost' try the auto backlinks plus plugin from bloggerhigh. Its a free wordpress plugin that drip feeds 10 or 20 or so one way (non reciprocal) backlinks to your blog each and every day.

    In my experience, link baiting is head and shoulders above the rest. Sometimes you just can't find good opportunities for it though. Always my top priority.
