There isn't much money. Before there was a lot of money to be made. Now the Market was earning an Above-Market-Rate so every month new competitors entered the market, now the Above-Market-Rate is earning an Lower Market Rate to the point where some competitors will leave the market and put the Market at normal rate of return Market Rate. Point is unless 300 directories expire, which will happen in 2 years, you shouldn't even consider investing in the already surplus game of directories.
IMO, this is true for any other site.. not just for directories. I think directories can get you earnings and you can use your subscribers list to promote your services and offer them sew features every now and then. So a well established directory with a good PR can be useful.
I support your idea, but the actual numbers are 20% make 80% of the money. I've heard it's still true in most (or all) industries. Pretty amazing really. I think if you divide the market in free directories, paid directories and premium directories. You have a loot of free directories, some nice paid directories and very little premium directories, so there is a loot of demand for quality directories.

My view on directories. The first 3 months (or untill next PR update) you will probaly lose money. Since most people will buy links to gain a high PR. But the key is don't spend more then you can afford and still dont allow free listings even if you have a PR. Yes you will lose money. But after the update and you get a solid PR then you will most likely make your money you put into the directory and more. But keep in mind it's still best to keep on promoting your web directory.

one hypothetic question - what if someone has high PR domain/site but not directory. Could it been transferred to directory by adding some directory script. In that case only homepage would have good PR, other would be PR0. Has that directory and worth for people to submit their links ?
PR it’s only part of the equation, what about direct links to the directory ,directory integrity, traffic and much other factors. And your scenario will work good if you make a niche directory on the same theme as the previous site, if not your PR would be probably useless. Loots of people doing this using an old domain transforming it on a directory.
well, thats what I was thinking issues would be. But I dont think people are submitting their sites to directories excpecting traffic from it, I cant remember I had ever get any visitor from some directory.
