Any VPS or Dedicated Server will allow them, and shared hosting wouldn't be good anyway, because proxies are way too intense for that.
thanks for letting me know, in the ToS they say nothing about that, so i paid the host and i can;t use it, because of their shitty services

really as long as you don't cause trouble and its a vps or a dedi there should be no problem. Alot of places say they don't allow them but it's kinda of like the see no evil hear no evil deal.
I wouldn't consider running one on a shared host. They can go from 1gb a day to over 15gb a day and if you don't tweak the pre-made scripts out there you will overload dedis even easily.
Many hosting companies allow Proxy sites. Best to have a VPS. You may wanna ask over at webhostingtalk for a more detailed answer.
Some VPS companies don't allow you to run proxy sites. I saw an offer that was advertising a shared company that specialized in proxy sites. Dedicated server is probably the best way to go.
