Please suggest all the steps should be taken to optimize a website or draw a flow chart of these steps?

Try to do some on page and off page optimization. Initially try to do all on page like adding meta data, site map, robots.txt file, using proper alt tag etc. Try to fing all these details in google I think you will get good help there. Best of luck.
