considering this is the AdWords section, I'm going to assume this post is about AdWords and not Adsense like the other replies are going on about. Google bans are about the hardest to get around there. In hindsight, you really should have stopped all your campaigns after the warnings started to pile up and let the heat die down on you. Getting back after a ban is possible, but damn is it hard. You'll need a whole lot more than a new IP to do it. Amongst the things I recommend to people who want to get back in. New name on account New IP New PC, if MAC address could have been passed to AdWords via any offline AdWords tools New billing address New credit card (with new name on it) New domains New content within sites New structure of ad groups With these things done... I've helped people get back onto AdWords... about 75% of the time. It's literally that hard. Even once you're back on, you're going to have to take a ton of time to raise your spending limits until you can really start balling again without incurring their wrath. Good luck!

Because... if you know what you're doing... it's absolutely worth it. The people I've managed to bring back onto Google, who have taken my advice very seriously, and treated their new accounts properly, have made exceptional amounts of money.
Pretty much all these ad networks work on the same principles as well. They all use their own variations of Google's Quality Score. Understand that and you can advertise cheaper than the competition on any network. As BCRed said, it absolutely is worth it to have a little knowledge. Like him, I too have increased PPC returns for many clients.

Outside of all the advice provided here that tells you how to get back in Google Adwords after being BANNED, I'm very curious to know how many here have actually done it themselves (not some other person they know or supposedly helped). The Google Adwords officials have made it clear... BANNED FOR LIFE! There is no second chance. Also keep this in mind, don't think one minute the people over at Google Adwords are idiots. They are well aware what BANNED people are trying to do to get back in (using the tips here) and are closing the door tighter. Another thing is if you and your computer's IP address are recorded and tied in with any of Google's other services such as, gmail account, Youtube, Blogspot, Adsense, and the list goes on, they will cross-check and find you. You and your BANNED computer cannot have any association with any of Google services let alone Adwords (if trying to get back in), or you will be detected and get yourself in deeper waters. In addition to the tips already mentioned here, I would say not only should you get everything new but get a trusted person as well (perhaps family member or partner). Let Google Adwords recognize this person instead. You should also get an S-Corporation with business name and business banking account while in the process to make everything seem more business-like.
One has to make the distinction between being suspended and being banned. Suspended means you are violating rules but can be fixed. Until you fix the offense, your ads don't show. Examples are using wording on your page that is misleading or having a bridge page. Being banned on the other hand means you really pissed off Google and they don't want anything to do with you. Forever. Unfortunately, many people use the word ban when all they really are is suspended. I've been guilty of that too. As for your IP being recorded, I don't think they do that. Doesn't make sense for at least two reasons. An account can be used by more than one person. Even one person can log into their account from different places. Also, IPs can change. They can be dynamic. My provider is the cable company and I'm pretty sure my IP changes. Of course, there are other ways to verify who you are and if you are on Google's naughty list. The best way to not get banned is to follow the rules.
I attempted once to reopen a new account with the same IP address and i succeeded but for no apparent reason a week later the account was closed again and due to there privacy laws you can never get a straight answer why you got banned.
With the same landing page? What makes you think they would accept showing ads for a page that doesn't follow the rules? This reminds me of a guy when I used to fix electronics. I swear he put in a dozen new fuses into a TV and it blew as soon as he turned it on. I guess somehow he expected a different outcome. He finally ran out of fuses to try. If a fuse keeps blowing, find out why it is and fix the problem. You know the outcome of putting in a new fuse so why would you keep doing it?
Yes you can get your account back, well depends on what you did. I got banned and got 2 of my accounts back. And it was basically due to my blogger account and since it was linked to my adsense/adwords account I got those banned too. All I did was told them "nicely" to re-activate my account and that I was hacked and that I would change my password. They replied apologizing and gave me my account back. Twice! For 2 accounts that is. Try it.
