For me, all of them are important. No point of choosing which is which if they are all helpful in your link building..

it is very difficult to pick up the importance of the elements / activities you said because they have their own significance and individuality. It depends on the way you organize the things to move forward.

Forum posting is no 1. Nothing can beat it. Second most important would be blog commenting. Try these two to maximum extent almost every day as far as possible.

Article submissions and forum posting is best to build quality back links. Link exchange is also good, if you get links on high quality PR pages.

Link building is surely important if done right. The site you are linking to it's PR its content and its reach are important. But as far as I see web2.0 structure really works well these days.

A good combination. But, if you are seeking good results fast without buying something then blog commenting on high pr and high traffic sites usually will beat any forum, directory, or other. Google likes blogs, although I am not a total fan...but, individual posts seem to rank better. Blogs are boring, but they tend to rank well in google's eyes for some reason. Tons of options out there, but google likes to reward the blogers compared to forums, directories, article sites, etc. Just depends on the actual site and what you are doing there or after. It really can vary a ton. Low quality sites are not going to help much even if you get a ton of them. Good high quality can help if you know what you are doing. Some of the high quality are nearly worthless and not worth chasing though either. At any rate getting some back links are better than none at all.

You know, unless you test each of these methods (A LOT)...and by this I mean having independent sites upon which you will use one form of link building per site, keeping similar content in the same industry and so on...you won't be able to really know which form of link building is MOST powerful. With a little intuition and experience however (which could be totally off the mark), I would rank them (in order of DECREASING importance) as follows:

    (1) Article Submission (accompanied by social bookmarking), (2) Forum/Blog Posting, (3) Directory Submission, (4) Link Exchange.

If you consider how PR is passed and all that jazz (based on the Hilltop Theory), Link exchanging should be the least helpful of all the above methods as the power of the link is diluted by you linking back. Forum posting and Directory submissions can swap places depending on the types of directories and Forums/Blogs you interact with.

That's my humble 2 cents. Hope it helps...

The simplest way I can think to answer this is by ranking the things the OP listed in the order that I approach them. (1) Directory Submission; (2) Article Submission; (3) Blog comment & Forums Posting; (4) Social Bookmarking; (5) Link Exchanges & Buying Links.

Directory submission generally takes some time, that's why I approach it first. I can't verify how important it is, but something that doesn't take too much time that can do nothing but benefit you should always be done no matter how little the benefits might be at first.

Article submission helps to build you site as an authority in both the eyes of search engines and readers, the latter of which are much more important because they're the people you're marketing to.

Blog commenting and forum posting garner traffic. It's as simple as that. The only notable difference between the two is that forum posting can also help to establish your account as an authority, which can help gather people who come to your post as readers, visitors, and hopefully customers.

Social bookmarking is essentially the same, but I do not place too much focus on it because it's a short term increase in traffic with some minor benefits for linkbuilding. Nonetheless, it's still important.

Buying Links & Link Exchanges is one of thsoe things that are great after you have your website set up and established as an authority in the eyes of anyone who reads it. It's as simple as that, really.

This would be my option, but for the most part that isn't available, so i tend to aim for forum posting/blog commenting and article submission, although i'm honestly not sure on what numbers i should be producing for each of them to see an increase.
