If,you don't have a good or average website running for atleast 1-2 months try using blogger with a good content and you should be in it.
Absolutely right. It's totally depending on the age of your site and require a minimum quality content or you might be rejected.
create a blogger account post some unique good quality articles and then apply you will get approved for sure

Try for Adbrite while you build content on your website. I'm not sure if they too have become strict in approving new websites?
Try this. Go to your local Street Art Gallery or Market and take 11 or more pictures of local paintings. Open up blogger com and post pictures with some "meanings" (ask the painter what's its all about). Post 2 pictures on the first day then 1 pic on the next day & 3 pictures on the 4th day. Then the 6th day, you post a few picture of your self and the painter and just make a nice blog about how you inspire his painting and his projects. on the 7th day, post a picture of his magic brush then apply for adsense. Requires patience

The best method? Have a quality, unique website. Without good content, you won't be approved. Google wants sites that would be good for their advertisers.
