    I've checked the site and it says there "See an advertiser launch new ads, learn which ads win/lose without spending your own money."

    Is this legitimate?

    I suggest you to not to use it yet unless you know the site 100%.

    I do not suggest that you try it. At this point of time, you will need the company to build its credibility first. You may never know who and how the ad network is running and you would not want to be spending tons of money on wasted ads.
