It doesn't really matter for what language you do seo. Just try to get more backlinks from sites in the language/country you site should rank for
nothing much different, except you have to worry more of Yandex, than Google also you'll get way more help on Russian webmasters forums, not here...

SEO strategies for English and other language sites are same. Even for promotion in some seo channel use same language sites such as Russian language forum, Russian language directory etc.
Language is not the problem here. There are many Bookmarking, Article Directories and Web Directories using russian language. Google also has a translator so you can't have any questions about it. Getting links from other site back to you is the most important thing you should concerned about.

localization is much important factor for language specific websites, ultimate goal is to get good quality back links from your localized market with local language websites is better choice
for such you have to taken care of appropriate google country domain ... and then you can definetly get teh conutry based results from that seach engines.
