Well, it might be for many reasons. People might have gotten used to ads on websites more now so they tend to click less. Also, you might not show as targeted ads any longer.
well, the ads are the very same which used to show before or they are related to the ads in the past...

Exactly its very tough to guess why this is happening. Might be the term or keyword value has decreased over the period of time. Is the number of visitors are same as like before? Are they in search of the keywords you target? What is the trend of that keyword, try to find that in google insights. Plus check the OCI value of that particular keyphrase.
Are your overall earnings going down or just the CTR? Maybe with the SEO work you are doing you are bringing in more visitors that are not as targeted so overall a lower percentage of visitors may click on ads. But if you are still making more actual money then I wouldn't stop doing seo just because the CTR, epcm or any other percentage goes down.
No earnings s are going down.. the reason for that is the CTR and ecpm are becoming lower and lower..
No that has changed a lot.. some times it went up and sometimes down... but overall yes, it is more than in 2008..
