Is there any free website monitoring tool that sends a notification when your site is down?

 

I dont know much more about free website monitoring tool but I have used one free trial of 7 days from one site which provide website monitoring. Its nice one.

I use pingdom for free monitoring (checks every 1 minute instead of every 30 minutes). It sends me an sms when my site is down. 20 free sms alerts are included.

Great it has a free plan too ;p but the premium and advanced plans are also very cheap

 

My suggestion is to use Google analytics and statcounter. They both will give accurate results.

Yes, you can use Google website optimizer, webmaster tool, google analytics tool as well as IBP.
