That depends. If you just need a simple site, I think you can design it by yourself, since there are many free softwares can help you on this.
I think there should be a contest for that riddle! ;0) I have seen many people go this route with horrendous results. I also do not recommend creating your own site with the "free softwares" if you are a business and want to project any kind of professionalism. There are other connected projects that go into a web presence that need to be considered, such as print media for brochures, business cards, etc. A coordinated effort across all media would be wise. Unless you think MS Word and Avery business card stock is good enough too.
Those "free softwares" are, if they are WYSIWYG editors, a total waste of time learning them. The only "free softwares" that I use to code is Notepad++ Okay, I have PSPad installed, too... but I mainly use Notepad++ ... pure ownage!

when i edit website pages, i use http://www.easywebcontent.com. It's worth my money and much better than notepad
