I think you did`nt understand the Question The Question Contain Is there any copyright content prevent this site owner from using adsesnse ?
Site owner must know what he's doing, it's a nice looking site, but maybe his adsense account is banned, or the content isn't his.
The only way to know for sure is to ask the admin. Some people don't want to use adsense and think they can make money using other networks
This site is using Tribal fusion ad network to show ads on this site. It might be it is paying more than Google.

I never use Adsense on site pages that are monetised in any other way - adsense income drops through the floor as soon as you do that (and it's not great anyway) Only place to use Adsense is starting off before you get organised enough to plan some offer giving a goof return. Ideally pages should be simple and give people just 2 choices - do what you want (click and ad, sign up, buy etc) or leave. The more choices you give visitors, the less likely they are to do what you really want them to do (that brings most $?)
I counted 6 ads there. The site looks very spammy, like just some blog aggregating random stuff about dogs. I'd rather see a structured site than a blog if I'm looking for information. The dog name section looks like any other name database, with 'dogs' instead of 'babies' up top. As to monetised in other ways, I use adsense in conjunction with two other networks, one I put on back when I was making $1 a day in Adsense and never took it off. One of my other sites I have Amazon on at the same time as Adsense and the Adsense actually went up when I put Amazon on. If Adsense would magically go to $30 a day on my first site if I took off the other ad network and this was guaranteed, I'd take it off.
OP has made a mind that Adsense is a God of online income. But if you search over internet, even you can find here in DP, that there are lot more way to earn from a website.
