    Best way according to what? :) You don't necessarily need graphic editing software to design an interesting website...;-) CSS and HTML may be all you need if your goal is a minimalistic website design (very popular lately...;-) )

    can you give us a little more detail as to what your asking? You normally design the site in a program like photoshop. You style the html with css. Is this what your asking?

    you can try MS. Expression Web or Dreamweaver....For your kind information, HTML is a language and you have to write code (HTML) to build/design a website.
