A certain category doesn't have an editor label and asks me to vaulenteer to edit this category, last time edited was 1.5 years ago. if no editor is assigned to the category, no one will check the submission? I guess this might be the reason why some people wait couple of years, its because no one is assigned to that category? Also, if a main category has an editor, would he be an editor of a sub category? If im the owner of my submission, can i apply to edit this category?
Wrong. All editors named to a higher level category can edit its child categories and some 200 hundred of us have universal permissions - which we use. There are over a million categories and we have around 5000 editors in total. Editors aren't 'assigned' to categories. They work where they wish within the bounds of their permissions. Yes. See above. Yes if the category is suitable for a beginner (Many aren't). I suggest that you first study this advice
You could apply to be an editor of that category! That is not to say any of them will ever get around too it
