CPM based layer ad network?

Hi,
I am looking for cpm based layer ad network as an publisher.
I use Binlayer.I know,they have good rate.But the problem is they only counted the layers,which has a click.Its there cpm rate actually like ctr.Only click layers are counted.

Is here any layer ad network,which pays only for impressions without click? and support paypal?

 

I don't think there is any remarkable layer cpm company out here

all the layer-networks count the impressions only after the click.
otherwise one could push a heap of popup-traffic onto a site with a layer and arbitrage the system.

 

Adversal counts traffic regardless of if the user closed the layer ad or not. They don't accept everyone but those that do get accept benefit greatly. I have only one of my sites with them and I am very happy. They don't pay as well as BinLayer (love them too) but they count more impressions.

 

Can you tell us the requirements here? I have a tv site and dont know if they will accept me.

I am already with Aeesymedia.But there rate is not 5$ there rate is 0.50cent to 0.70cent cpm for usa traffic.
