I use WPMage (not cheap) and one of the tools provides view of top 500 $5 ($5 - $9) and auction domains from the 100,000 currently expiring domains on GoDaddy
for example nlaweb.org a pr6 domain is currently available for $8
Some niches (like porn) always have lots of expiring domains for sale quite cheap.
If you want to pm me with something particular you are looking for - I can check from time to time.
BTW - all these domains are available from GoDaddy - who charge $5 a year subscription to be able to buy them + their standard registration fee for each one.
Their discount codes work for domain purchases - but not for $5 domains or auctions

seafrontsteve - that's okey that you try to help someone..but nlaweb.org is fake..so domain not deserve even 8$
recep-you can try dropday dot com for 1 week free membership or 100 searches then if u like you can pay.
    there is no "free lunch"..sorry..

Dori Friend is one of the best SEO PR experts I have found: http://www.dorifriend.com/
It used to be easy to create a new high PR site from an existing one - but that seems to be changing.
Dori has quite a number of free articles explaining what you need to do to maintain PR when you buy a site - but Google seems to have changed that last year.

I agree with goldmon that 'there is no free lunch'
And I have replied to a number of eager PM requests explaining the need for due diligence and checking any domain on offer.
