Yes, why not. Its your money and you can do whatever you want to do with as at end all currencies have to change to INR only.

I am from India. Whenever I withdraw my paypal balance to my bank account, it automatically converted in from USD to INR. I wonder why? Can I still withdraw in USD? Or may be my currency set as INR?? Please someone clarify.

Its just because your Bank account only supports INR and any currency coming to your account will get converted to INR.
If you move to USA then only you can withdraw in USD.

When you withdraw to your bank, it will be converted to INR anyway.

You can simply use converter to convert Euro or USD in a single currency at your PayPal. I hope you would prefer Euro to change into USD. Just do it and it makes your current PayPal balance in only USD. So you can withdraw funds in Indian Rupees in single instant.
    Hope it works.

Yeah thanks. I think this is the best option to make all other currency in to primary currency and withdraw them to bank.

It's not a PayPal problem, it's your banks' problem. If your bank supported USD, you would be able to withdraw in USD and have a USD bank balance. :)

there wont be any problem in withdrawing in 2 currencies. The Bank would finally convert both the currencies into the local currency. The problem you would notice is that most banks in India charge you a Conversion charge(50-60 paisa lesser than the SPOT rate of the conversion; SPOT rate here is 60-80 paisa lesser than the global conversion rate), Service Charge(Around 130 INR).
